Not much different that my wife and I watching people here in Colorado walk down to the RAGING RAPIDS river bank, (this time of year during melt off), with their kids and dogs.
One slip and they are TOAST! But stupid is everywhere and timeless.
Too rough for small boats; everyone should be wearing life vests; the "pilot" never took lessons on HOW to drive a boat…he was facing the waves when he should be cutting them to avoid this mess.
